If you mean the 'Scooter & Scooterist' Home Workshop Manual, (the one with the pink cover), I received one as a Christmas present, and found it adequate when I built my Cento.
The wiring diagrams are accurate, (but small print). It has some Torque settings, and useful info about modifications & replacement parts.
