IDLE Emulsion Tube VHSH

Can anyone give me an understanding on the emulsion tube does that sits under the Pilot jet in a VHSH dellorto carb i currenty have a CD1 type tube fitted with a smallish 39 idle jet and usually its the B type tube with a larger Pilot jet ?
