choke on, no start

So when I try to cold start my Li special with choke on it acts like it's flooding. It starts when not using choke although it takes a few kicks, probably because it is flooded by then. I did clean all sets and replaced seals. needle didn't seem to be sticking. float seems free. I had the choke plunger moving all the way up when choke on. I did adjust to only open half way, but didn't help.
Any thoughts

air filter clogged, pilot jet too big, choke jet too big.............post up your carb'/engine spec' and you'll get more replies.

Always done it or just started doing it ?
Are you keeping throttle shut when kicking it over ?

Air filter new. Need to remove carb and check jet sizes. I suspect they are stock as the scoot is original. Sat in a garage for over twenty years.
Since I got it it's acted that way.

Okay according to sticky the jets are all standard 101,45,50. Li 150 Special series 3 1964

Have you tried getting an aerosol of car cleaner and blasting the whole carb, about £6.00 but will last for years. Regards SG
