If that was 'all' that was wrong, the conical surface & proper, hard cone were well matched via lapping in, then I would give it a go.
I can take no responsibility for your decision, actions or competence so don’t come running to me if you fall off & break both legs!
I strongly recommend that you torque it up, & fix the locking plate & run it a few miles cautiously as it is an old hub in any case.
Then I would remove it just to test that the ‘fit’ had been maintained & carefully examine every aspect of it.
If all seemed well, I would then re-fit it & run it.
