Just to finish off this thread.
I suspect the issue with the sealant was that when the tank was re-powder coated, it was put in an oven and this started breaking down the sealant. Petrol then started getting at it and bits started breaking off. That's my theory anyway.
The Tankcare petseal remover has worked. It does break down the sealant and gets it to peel away. It is still hard work to get it all out of the tank though but it is done now.

That's good news then fella , I found a website that had a blog on a old Honda tank that had been pet sealed over the years to the point it didn't hold its stated amount of fuel ,the guy was having problems with the old pet seal as apparently it was breaking down the bowle in the carb being full of a powdery residue the firm cut the tank open and started to brake the old pet seal up no wonder it didn't hold enough fuel the lumps of old seal are over an inch Fick in the pics , he then braised up the tank , before re pet sealing with modern pet seal that doesn't brake down with modern high efinol fuels .
