can someone tell me asap is there a purpose to the small washer on a choke cable,before I snip it off please.(the series 3 type)

Yes. They provide a reliable "stop" to the end of the cable. They are designed to rest on a lip inside the choke lever sleeve so that the outer cable is held securely rather than just relying on the soft ferrule on the end of the outer cable.
I have made hundreds of short choke cables for TS1-side carburettors, and although I had other solutions to stop the outer being pulled into the sleeve, I have now reverted to putting the washer in place as it is both effective and cheap (and I have a good source of washers too).
If can get away with retaining the washer, I would, but is there a problem there that you are trying to solve by removing it?

cheers mate.Yes the washer was too big to fit into the sleeve.filed it down so it now fits.filed the nipple down too,that was too big for the choke assembly!
