Have you checked your exhaust ? i had very similar issues a couple of year back. My scoot would run but very badly. i had changed everything electrical over a couple of months convinced this was where the problem was. i did as you next the carb , reeds still no better. I managed to get to brid and and back at about 50mph and thought thats it , its coming to bits. On the strip down i normally removed my pipe in one piece (a taff mk 4 ) but for some reason i removed the rear stub which holds the endcan. As i took it apart a lump of what i can only describe as car bodge or some sort of filler fell out. I looked inside the stub to find more , which i hooked out. Bolted the pipe back on problem solved. Now where this bodge , putty or whatever it was came from i still don't know but it gave me couple of months nitemare .I'm sure somebody had a laugh but it chewed me up bigtime. i hope to return the favour to the cullprit sometime

Just a thought to check your pipe Cobby.

I'm not saying you could have the same puty , bodge blockage as I have but there could be an issue in the pipe. ? Apparently if you go to AF with an ill running machine one of the 1st thing ray does is check your pipe for blockage , by sticking a big rod down it
