The deflector within the head cowling is there for good reason, doing the job of ensuring that the hottest side of the barrel gets cooled. Any way that the fan air cooling can be improved is worth having, IMHO, before looking elsewhere to solve a problem, but the subject is probably not the right kind of "techy" for some of us......
The plate can be replicated from steel or aluminium but if doing so, make the flange larger so that there is some meat to allow threading for fasteners, though pop rivets can be used.
Although the plate has to fit the curve of the cowling, you can get away with the flange for attachment being @ two angles.....imagine the old three penny bit & you'll understand.
10 SWG (1/8" or 3.0 mm thereabouts) steel will take, say, five M4 socket button head screws & the result can look tidy.
I can't see any point in welding the deflector in as, unless you are very fortunate, the head cowling will start to split eventually, especially the pattern ones made from the wrong steel, so the deflector can be transferred to another quite easily.
