starting problem

I've posted before on my current issue but the thread title was misleading so I have started a new thread
So my Li125 had just had a new spark plug and HT lead and cap fitted. All was running fine but I left it sitting for two weeks and then it wouldn't start.
The first time I tried it started first kick but immediately cut out and wouldn't start again.
I checked spark and HT lead and all seemed Ok. Fuel Tap is flowing fine on reserve and normal positions. I replaced fuel line (managed to split it whilst taking it off!) for a clear one and drained all petrol out in case there was a problem with it. Drained fuel looked pretty clear, no crud or anything.
I just topped it up with fresh petrol and 3% putoline 2 stroke. It had sat for a couple of weeks again (just too busy to tinker) and, again, it started first kick and ran for about 5 seconds before slowly stopping (in spite of holding throttle open) and now there is absolutely no sign of it getting near starting again.
So I was hoping someone might have some ideas as to why after sitting for a couple of weeks it starts but then cuts out? And then it doesn't get close to starting unless its been left for a good while. I'm pretty new to this so would appreciate any thoughts. It seems like a fuel supply issue but don't want to make any assumptions! I'm guessing there is a supply issue in that some fuel is getting through but not enough to keep running?
I don't think it is flooding as I have flooded it before and the petrol has poured out the exhaust when I moved it and nothing is coming out this time.
should I be cleaning carb out? if so, what do i need to watch out for? I've got the spanners manual which is pretty good but any top tips would be appreciated!
