Lambretta Handle Assembly

I am fitting series 3 early side panel handles (the roller type) and not sure how they are assembled?

Does the wavy washer fit on the inside of the panel on the shaft before i push through or the outside under the handle?

Just checked another scoot and the wavy washer fits under the handle.
