Series 2 frame question

Went to look at an Indian API series 2 last night, on checking it over seen a plate welded underneath the frame loop.
I take it its not an additional strengthing plate added at the factory ?
Not very clued up on series 2 frames, see pictures below

Mine hasnt got one!!

That looks rough and to be fair the welding on mine is half decent.

I didnt have to adjust anything.... Unlike the latest acqusition...

To me that looks like a patch over a rust hole or a clumsy cut and shut
