Handlebar gearchange

I'm rebuilding my LiS / TV type headset. I've fitted the throttle side switch housing with the two shim type washers, then the plastic plug in the end of the handlebars, followed by the throttle tube and the throttle rod ( splined end type ). I've now come to the gearchange side. I've fitted the large plastic bush inside the housing, and slid the gearchange onto the handlebars with the thin shim that goes between the headset and the gearchange. There is another bush in the kit, similar to the one that goes into the end of the handlebars on the throttle side. Does this go on the gearchange side somewhere ? I thought it might go down inside the gearchange to support the rod, but it won't fit. Am I doing something wrong somewhere ?

Have a look at Scooterrestorations site, they have exploded drawings which are helpful.
