A thread tap ( might be 11mm) welded on end of a steel rod. Was in "Scootering" a few years ago when I used to buy it.
I use the bent steel rod..works well.

Try using a metal coat hanger. Straighten it out and put a u bend on the end.

You could try Folding a coat hanger in half then put two small bends one on each end facing in opposite directions, make the coat hanger spring open slightly so that when you put it down the fork leg into the top hat it springs open and both small bends catch on the inside of the top hat, the advantage is it self grips once it's in the nylon top hat and it will catch in two places making it a little easier to try to pull out.

This is pretty much what I do, but instead of a coat hanger I've used a very thick stainless welding rod and this works much better than a single rod with one small bend.

I got a old broken bucket that had a metal wire handle (tile adhesive bucket) straightened it out and bent the end a little worked for me :D
