The suggestion (Adam's) of a long nut would work as the studs fit through massive holes in the frame. If the fasteners are M6, Toolstation sell ten for less than a quid. You might have to shorten them a bit though.

Right I had a look on tool station and I spotted the joiners, thanks. However, I thought I would return to the nut idea because the depth of the nut is about the maximum you can go to otherwise the badge clamp will hit the joiner and be prevented from tightening up against the frame. Even with my earlier effort this was a problem so I cut off a couple of more threads so the nut was hard against the grill. I then threaded the bolt in and lopped a bit off the length so it matched the other side. I then wound a nut down to the bottom of the good stud so it looked the same as the repaired side. I tried it on the scooter and it tightens up perfectly, but only just so I don't think a longer joiner could be used. Anyhow it will do for me!
