LI125 S3 lack of power

My scooter seems to lose a lot of power on hills. Intact a slight incline slows it right down. I know that the exhaust needs to be replaced, but could that be the only problem or could it be something more serious. Would a service with new seals fix this problem?

It could just be that it's a 125.

Replacing the seals won't fix anything if they are not worn out. A worn drive side oil seal will produce plumes of embarrassing white smoke; you'll know if it's gone.
125 cc engine is far from powerful but I would replace the exhaust if you believe it to be necessary. Just fitting a Clubman style exhaust will give you a noticeable improvement but don't expect too much. Change the air filter at the same time and then the engine can breathe to its full potential. Worth fitting a new spark plug whilst you're at it.

The 125 is dangerously slow on hills or inclines.

Cheers gents, much appreciated. I'll try that and hopefully it makes an improvement. Looks like I just need a proper licence and upgrade my scooter .

assuming that your crankcase has the correct gear set fitted for a 125 I would check that your timing is not too far retarded ,thats the likely suspect . I set mine at 19 deg currently . Check the points gap carefully (if you have them fitted )and then look at your fuel mixture at the middle to top rev band.(check spark plug ) Check your fuel flow rate from the tank, check throttle slide opening fully at full throttle and your air hose is not collapsing when you open the throttle up wide ...... all the usual stuff ;) if that is all spot on I would do a compression test .
