Unfortunately the DVLA will not issue a registration number for my S2 import with making an inspection first. Is this normal? It is a right pain as it is sitting at Urban Scooters in Birmingham awaiting some work.

Yes this is quite normal and nothing to be concerned about if everything is as it should be,
