The brake cable inside the headset puts enough friction on the throttle rod to make it stick. when I push the cable off the rod it snaps back. Any suggestions would help.

A photo would help but are the stiff wire cable guides fitted?

I can't tell if you have, plenty of grease where the cable and rod touch will help.

If the headset top is well clear of the cable and the front brake cable guide is facing down, try turning it the other way up so that it lifts the cable away from the throttle rod.

As above or just bend/adjust as necessary

The Spanish machines have a spring that slides onto the throttle rod. The throttle snaps shut even when you don't have a cable attached. You have to drill a small hole in the rod to accept one end of the spring. Sorry, I'm no good at posting pictures on here, but I got my springs from Scooter Restorations.
