I'm fitting my cutdown with a 400x10' back tyre how much of the bump stop needs to be removed, roughly?

It may well fit without removing the bump stop, but the problem is that the tyre "grows" as the speed increases. You may not know how much needs to be removed until you are at speed. It may also depend on the make of tyre, as tyres of the same size do seem to vary in circumference more than you would anticipate.
I have seen engines with a bit of the bump stop filed-off, but other simply cut the whole thing off.
if you do decide to remove the whole bump stop, then keep it, as at some date in the future, you may want to weld it back on.

I need a bump stop if the whole thing is being lopped off. Alternatively if your casing is a good large block example I could do a swap with my Jet200 casing that's had the bump stop about 70% removed. Just an idea

There is never a need to remove the whole bumpstop, nor is it a good idea to do so.
If the rear shocker was to snap on you, the rear tyre would then end up grinding against the mudguard if the bumpstop wasn't there to save you.
I run a 120/90/10 rear tyre on a 3" rim, which is bigger than a 400/10. The rear of the bump stop was profiled to suit providing suitable clearance but there is never a need to remove it completely.
