Kickstart Bolt M7 or M8 Casa arm on Casa shaft?

Afternoon guys, this is my first time on here but been a LCGB member for years.
I have rebuilt my kickstart mechanism using new Casa shaft and kickstart arm also ordered a new clamping bolt for the arm.
Although all the parts came from the same dealer (Rimini) and were ordered together I may have a discrepancy? The bolt is M7 and the notch in the splines on the shaft is also 7mm, but the hole in the kickstart arm is 8mm.
So am I supposed to use a 7mm bolt in the 8mm hole so that it fits the notch on the shaft. I have been thinking that possibly the extra clearance in the hole is to stop the bolt binding up on the hole as the clamp is tightened down on the splines.
Or is the arm manufactured with an oversized hole meaning that I need a non standard 8mm diameter clamping bolt which will also mean I would need to run a reamer down the hole in the arm to open up the notch in the shaft to allow it to fit.
All very finicy but on a rainy Tuesday afternoon these are the make or break questions in life
