This is a frame and forks which have been shortened. Now with thanksto Den08 the measurement of the stem is 3mm long which explains why the legshields were at their limits when fitting. Next question is, should the steering column clamp on headset sit tight down to the steering locking ring on the forks. When I sit the headset down it stops at the threads on the forks which are about 2mm higher than the locking ring. Hope this makes sense

Hi gizmo, I'm just building my gp,
My headset clamp (bottom) sits just about where the
Threads start leaving a gap of about 5mm
Before locking ring sits, the top of clamp sits
Pretty flush at the top of my forks, your clamp
Bolt pretty much dictates where the clamp sits
Re groove in fork stem.
As for the legshields 3mm is not alot for alignment
are they painted if not a bit of a push here and
pull there should sort it.
all the best.
