Starting a Model C from cold

Hi all
Would anyone be so kind as to run me through the correct starting procedure for a model C. The engine has had a once over and the top end rebuilt, it starts better when hot but will not start without a bump when cold and frankly I’m getting a little old to keep pushing it up and down the road to get it started :roll: . So far I have added fresh petrol and checked the plug which seems to have a good spark. When starting from cold I turn the petrol on, press the primer a few times put the choke on and then attempt to kick start but it will not fire up. The scooter runs fine once its running. Any thoughts or advice greatly appreciated.

I could be wrong but shouldn't you hold the primer down until petrol comes out ,
