Model C Clutch issue, or missing adjuster

An client of ours, whose hobby is classic cars, has recently bought a C class Lambretta. He asked me to give him advice on why there is no clutch resistance when he pulls in the clutch lever. Now I have lots of skills in engines from series 1 upwards, but clueless for the older rod engines. However, when looking around the clutch housing, this photo shows something missing. The casing has thread and so does the rod in the middle, which suggests some kind of adjuster is missing. Any experts out there can point us in the right direction.
