Model D front mudguard holes?

Hi could anyone please tell me what are the two holes in the sides of the front mudguard by the top fixing bracket for ?
I have seen that some scooter shops sell new mudguards with the holes already in ?
I am getting ready for paint so I need to know if I need to leave or fill the holes .

The holes are for grey rubber buffers to keep the fender from hitting the fork as the fender is a tight fit into the fork.
