Hi could anyone please tell me what are the two holes in the sides of the front mudguard by the top fixing bracket for ?
I have seen that some scooter shops sell new mudguards with the holes already in ?
I am getting ready for paint so I need to know if I need to leave or fill the holes .
Thanks for any help in advance

The holes are for grey rubber buffers to keep the fender from hitting the fork as the fender is a tight fit into the fork.

This PDF parts book will probably help you with the rebuild.

The buffer is in Section XIX, Panel and Frame Components, Figure 111 (Part No. 15060039).
