Postie, I don't think you understood Andy's comment, he asked if you had fitted Scootopia engine mounts (silent blocks) as these have a known vibration problem. Even if they aren't Scootopia ones, it would be worth checking that they haven't collapsed and that they were installed with the holes in the correct position. Also, you don't say much about your engine, some reed inlets have clearance issues with the frame and need offset engine pivot cones. It is possible that the rear shock is contributing as any mechanical connection between the frame and engine is capable of transferring vibration but I doubt if your problem has anything to do with your headset or front dampers.
Looking at it from a different angle, are you sure it is the scooter? I also suffer from my hands/fingers going numb but this is a touch of Carpel Tunnel Syndrome which I also get when cycling and frequently have to shake my hands to get feeling back....just a thought
