My Series 3 lambretta is difficult to change down into neutral when riding! Is this because of gear or clutch cable tension or maybe??

You've posted this in the wrong section but I'm sure a moderator will move it for you.
Are you trying to change down into neutral whilst still going? You would normally go into neutral once stopped.

It's hard to select neutral/almost impossible when stopped

First check would be to tighten the clutch cable a couple of turns as it may well have stretched

Can you get it into neutral when it's not running by rocking it backwards and forwards gently whilst operating gear lever. If you then start it and pull clutch lever in and select first you shouldn't move off until cluctch lever has almost released all the way bar about 1/4 inch. If you start to move off before then, the clutch cable needs tensioning up until it does.
