Long shot: south german/france tuner/dyno?

This is a real long shot, engine customisation and tinkering are strictly 'verboten' in Switzerland..but if it looks stock then you can happily meddle with the inner workings...with this in mind has anyone knowledge of a tuner ideally with a dyno within a 400 km radious of Basel, NW Switxerland with lambretta/scooter tuning experience...a long shot on here I know , but the locals prefer to run by the ruke book and prefer to stay original. not after an engine rebuild just carb and exhaust matching/ set up..inside a triangle of Stuttgart to Lyon to Milan
