Gearbox or set up?

I've a Gp150(Indian)gearbox in an Imola 186 hard to describe but feels like at low revs slow to respond then kicks in when the revs pick up. Set up is a phbh 30 mm with a franspeed exhaust. Would changing the gearbox help or is it more the combination of exhaust and carb.

Which franspeed? Road, race tourer?

Very different power delivery.

Hi it's the stainless one so looking at the website I think it must be the franspeed 3 although not sure which to be honest.
