The disc has a better recess for the anti rattle clip than the spaq ones. Sits a little deeper and allows the disc to fl float more freely.

I used the actual Tino disc itself on a reverse pull Campagnolo hub set up a few years back. I found the disc improved the efficiency of the brake significantly. They have no circlip and have drilled holes.

When I get to road test the current original set up I have built, if the old disc itself doesn’t inspire confidence, I shall buy one of Tino’s Evergreen ones.

That's odd. The one I bought last year did have an anti rattle clip but was significantly looser than a standard one. Made the brake much better.

You get a tiny bit when pushing the scooter before starting but, after that, as long as you reasonably regularly put a smear of copper grease on the 3 pins, they are fine. The same can be said for any disc without the circlip in my experience.
