If you don't have the proper tool,
you can use:
a) Flat metallic ruler or similar with a hole, you'll need to use the stem of a vernier caliper through the hole.
Drill the hole somewhere that will suit to take measurements for both the front and rear sprocket.
b) Flat metallic ruler or similar with a M8 hole.
Tight on it,using a M8 bolt and nut a TDC (if you have) dial gauge bracket (125,150,175cc or 200cc).You'll need to use a dial gauge extension with this method.
c) By eye  ;)

i'm not sure how you'd use a steel rule as it's a bit too wobbly (genuine engineering term).

It doesn't have to be a ruler, you can use a steel flat bar.
