Why is small the new big?

A 198cc small-block Lambretta is the fastest machine in this year's scooter racing and another has also been taking outright wins. Why is small-block suddenly so successful?

Lydden proved interesting and true to this year's form, the new outright scooter lap record went to Luca Zani's smallblock SS200 with a 48.44 second lap in the last race.
