Hi just seen this post^. As far as I know this shouldn't be the case. Has the speedo had the faceplate changed and can you tell if it is original to the scooter. The speedo in kmh should record mileage in km's. Can't say I have ever used kph speedo's but guessing mainly. My post might help get further responses

ref your speedo. best bet drive alongside someone with accurate speedo if hes says your doing 30 and your speedo says more change the backplate to miles otherwise check the speedo drive gear inside your hub.

Can anyone confirm if there were three types of GP/dl flywheel cowlings?

My early '69 GP has one similar to your second picture:
