Just tried to install a new shaft, it went in easily, but there was no circlip groove for the plunger to rest on. I guess this was a machining error, unless I’m missing something? Unfortunately, I can’t remember where I got it from.

I've had 2 cheap ones where the groove was so badly machined that it was no use, but never actually missing completely.
You're not mistaken, the part is wrong.
