Presuming that your carburettor has a cable operation, with your hand at the carburettor end, you should be able to feel by hand the cable inner moving between the on & off positions when operating the control lever.
Next is to establish that ‘off’ at the control end is actually ‘off’ at the carburettor end. If there is any adjustment in the cable, slacken off until there is some play. Now, you should be able to see that slack taken up as the control lever is operated.
If all is well with that procedure, the cable can be adjusted so only a tiny bit of slack remains & all should be good.
