Picked up a set of Italian GP forks in good nick but when I took the bottom buffers out the retaining plates were rusted to hell , my intention is to remove what's left of the plate and put bolt in buffers , what do I use to grind out what's left though ??

You could use a dremel or similar and cut or grind with a tungsten, grinding point or diamond burr

Or you can use a power file they make this sort of job very do-able.

but if you have a decent compressor you can buy air powered power files.

A good sharp chisel and a lump hammer will sort them in short order - I had the same issue.

Tried that method digger but its left the remains of the weld ?

You should be able to get a dremel in there with a small or part used disc to tidy it up.
