something missing?

went to test scoot with a spare engine i had built and fitted, noticed the rear brake not working, pulled hub and found oil, cleaned up and new shoes thought it was from handling engine for leak test as found oil on inside back wheel from gear selector. tried again and on ride the rear brake failed again, stripped again more oil, strip to check oil seal and didnt find one!!!! oh dear, numpty, why i had fitted the retainers without it when built a few months back god knows.
