Number plate too shiny!

I am using a small artist's brush cut into a point shape. From a few feet away you cannot see the new paint.

Painter told me when he gave me my stuff back and the spare paint, that if you needed to touch it up, to let the paint thicken a bit on the lid of the tin before applying with a cotton bud.
