But not on anything more than a relatively low power 125..and wont be allowed on motorways either..

11kw is the 125 limit on a provisional....11kw is equal to 14.7hp......well more than a standard 200 Vespa or Lambretta. Basically these relatively "low powered" 125's are more powerful than most of our "traditional" 2T scooters (even kitted) which we need to have passed our test to ride

Why should it be lowered, I certainly do not think it should. Just because it is 11kw, it does not mean you can break the national speed limit.
