It may well fit without removing the bump stop, but the problem is that the tyre "grows" as the speed increases. You may not know how much needs to be removed until you are at speed. It may also depend on the make of tyre, as tyres of the same size do seem to vary in circumference more than you would anticipate.
I have seen engines with a bit of the bump stop filed-off, but other simply cut the whole thing off.
if you do decide to remove the whole bump stop, then keep it, as at some date in the future, you may want to weld it back on.
