I have no personal experience of painting over powder coat but plenty of people have had frames blasted and powder coated to save on priming. Personally, if I was after a quality job I would want a decent primer in direct contact with the metal.

Take it off and prime properly for a good job.
Only one sensible method of removing it; get it blasted.

In that case, rubbing down with wet & dry followed by primer and top coats should be fine I would think.

If they need jigging they will likely be subjected to heat.

I have my frames powder coated then the loop wet painted to match the scooter colour
I have done two this way and no problems - my painter has no issue with it - its flatted back then primed and painted
In my case it worked out fine as the internals etc are all black so I`m not fussed on the frame matching the panel work (only the loop).
If I wanted the inside of the frame to match the panelwork colour - I would maybe look at wet spraying it all

PS Ive had powder coating taken off - they used a chemical dip first then blasted it

if its a small job that you're looking to remove powder coating from, then liberally applying Nitromors and sticking in a plastic bag for a week lets the stuff pretty much fall off.

Agreed ... Nitromors will get it off (the older stuff is better if you can find any) or a decent paint stripper

Come to Newcastle; we'll do anything for money up here.
I've had loads of powder coat blasted off.

agree, I have used paint stripper..it virtually falls off.
