Just stripped my panel work and headeset to realise that there is no groove on the top of the forks to fit a lock tab washer. Any advice on this as the forks won't tighten now.

I have tried using 2 nuts but it loosened off however I will borrow the correct tools and try the other suggestion thus holding the bottom but and tighten the top. Just have to ensure I don't crush the bearing. Is this a common thing ? And did they produce forks such as these. Fully appreciate all the advice on this matter thanks.
