Just stripped my panel work and headeset to realise that there is no groove on the top of the forks to fit a lock tab washer. Any advice on this as the forks won't tighten now.

That sounds very unusual.
I would think that you could easily cut a new groove for it using an angle-grinder, a 1mm thick cutting disc and a very steady hand. That's what I'd do.

Knowledge is correct, but perhaps a less drastic solution may be achieved thus:
If there is room, you could fit two lock lock nuts, locking one against the other.

If you use the correct spanners and hold the bottom nut with one spanner and tighten the top nut up to the washer,you dont need the groove.

I have tried using 2 nuts but it loosened off however I will borrow the correct tools and try the other suggestion thus holding the bottom but and tighten the top. Just have to ensure I don't crush the bearing. Is this a common thing ? And did they produce forks such as these. Fully appreciate all the advice on this matter thanks.

Perhaps I have not made myself fully understood, for which I apologise.
Fit normal top threaded bearing race to desired tightness.
Fit lock-nut to the threaded bearing race.
Fit second lock-nut to the first lock-nut & tighten the two together.
Adjust to get best clearance in the assembly.There is no way that if the two lock-nuts are locked together tightly that anything will loosen.

I dont know if its a common thing,but the groove in the forks just prevents the washer from turning and thus making the bottom nut (bearing race) turn.All you need is the correct spanners and while holding the bottom nut with one spanner,tighten the top nut with the other.
