Fresh fuel, different carbs, fuel tap and breather.
No fuel filters fitted?
Worth a shot of Bradex Easy Start.
Ignition? Plug gapped; with correct feelers, plug cap, HT lead, swapped CDI and stator and flywheel. Woodruff key intact.
Have you measured frame earth to engine earth... Should be 0 ohms.
Consider isolating all junction and terminal boxes and connecting wiring straight through in case anything leaking to earth.
Compression: Different top end tried so gaskets new and no leaks.
You say the oil seals are OK but how have you established their integrity?
Aside from a crack taking in air in the bottom of the crankcase I would say one or more of the replaced/substituted components is faulty.
Trust me, I'm not criticising but I think there is something very basic missing here when you examine ....Fuel, Ignition, Compression. I wish I lived nearby !
